Of course you can take a boat to the SihanoukVille Tourist Port. That’s why it’s there.
Buses, taxis, and vans arrive and depart from the SihanoukVille Port all day. From Kampot, it’s 2 hours. Phnom Penh (depending on traffic in Phnom Penh), it’s 2.5 hours. Right to the Port!
Private taxis and Tuk Tuks, (cart pulled by a motorcycle) available within SihanoukVille too. You can download the PassApp or GRAB app in Cambodia. Best way to travel within a town or city. The SihanoukVille Tourist Port is no more that 20 minutes from most places in SihanoukVille.
The Cambodian Railway has a train station right behind the Port. From Kampot, it’s 2 hours, and another 5 minutes by Tuk Tuk to the Port. The train will probably depart from Kampot very late though. From Phnom Penh, a nice ride, but 7 hours. By road is probably better.
You’re also about 20 minutes from the SihanoukVille Tourist Port if you come in to the SihanoukVille Airport.
